As President and principal of CPM-COLORADO, Mr. Campbell, leads an organization of skilled professional associates specializing in owner/tenant project management services, throughout the Denver/Rocky Mtn. region.
Providing over 25 years of national real estate and construction management service, Mr. Campbell offers a distinctive blend of proven project development and construction experience, comprehensive knowledge of real estate leasing/lending transactions, and established market network.
Throughout his career, Mr. Campbell has provided direct management on real estate projects, totaling over 10 million square feet. His extensive project list includes commercial, retail, industrial, educational, residential and medical/dental facilities.
Mr. Campbell offers effective experience representing owners, tenants, and lenders in project development, construction management, technical and physical evaluation, and acquisition due diligence, for new and existing real estate projects. His established knowledge of project development, programming and management, and property acquisition, provides comprehensive representation to his clients.
Since 1992, Mr. Campbell has provided project development and construction management on over 130 projects, locally and regionally.. Typical projects required the full scope of project and construction management expertise, from project definition and strategic planning, work letter and contract negotiations, project feasibility and cost analysis, project design and budget development, architect/engineer and general contractor selection, through completed project construction, client move and occupancy, and implementation of facilities management programs. As project director, Mr. Campbell has provided these services to a diverse group of notable clients, including Metro State University, Striker orthopedics, University of Denver, Newmont Mining Corp., National Multiple Sclerosis, Lockheed Martin, St. Paul Properties, GSA Federal Bureau of Prisons, Rhythms NetConnections, Western Integrated Networks, Virtela Communications, International Arabian Horse, Stanford Financial, Comcast, Galileo International, US West, Case Paper, Bank of New York, Chase Manhattan Bank, Guaranty Bank, and Keybank.
Mr. Campbell has provided physical analysis and acquisition due diligence on over 80 projects, nationally. He is an approved consultant for several national real estate underwriters, including Lehman Brothers Holding Company, Lutheran Brotherhood, Guaranty Mutual, and American United Life and has provided consulting services to several regional banks and lending institutions.
Mr. Campbell provides significant experience with FNMA and FHLMC physical needs assessments, for the financial underwriting (DUS) of multi-family and commercial projects. His comprehensive understanding of institutional and governmental assessment guidelines, including proprietary software for reserve/replacement analysis, provides accurate and timely project information for his clients.
Pursuant to the American with Disabilities Act of 1991 (ADA), Mr. Campbell developed a qualified “asset audit" program, specifically for commercial properties, and has evaluated over 7 million square feet of commercial properties for relative to ADA compliance.
Earlier in his professional career, Mr. Campbell served as Project Manager and Assistant Director for BetaWest Properties, Inc., a national real estate owner/developer headquartered in Denver, Colorado. Involved from the company's beginning, Mr. Campbell served in several capacities responsible for the development of a $1.5 B commercial portfolio.
He was responsible for the management of project construction financing and disbursement. He also directed the company’s national acquisition due diligence program. As Project Manager, he directed the development and construction of various commercial projects, including five Pace Warehouse facilities, seven US West operation centers, several mixed-use facilities and retail centers, and over 1.5M square feet of tenant finish construction.
Mr. Campbell’s residential experience includes the construction management of over 150 single-family and townhome units, for Mission Viejo Company at Highlands Ranch, Colorado.
Mr. Campbell began his real estate career with General Electric Credit Corporation, serving as a mortgage loan officer.

DENVER, CO, May 19, 2009 -- CPM-COLORADO, today announced the completion of Newmont Mining’s Worldwide Headquarters. This project included the consolidation of downtown and suburban offices into a new worldwide headquarters located in the Palazzo Verdi Building at Fiddler’s Green. The Palazzo Verdi building was developed by John Madden Company. Base building construction was provided by Kiewit Building Group Inc. Fentress Architects of Denver designed the building. Palazzo Verdi has obtained the U.S. Green Building Council’s LEED Gold designation for sustainable design.
Newmont Mining now occupies 218,000 square feet (7 floors) at Palazzo Verdi. Newmont Mining’s objective was to consolidate its employees, which were located at their downtown headquarters and a 33,000-square-foot ancillary operation in the Tech Center.
Designed and built on an aggressive 8 month schedule, CPM Colorado assembled and led a team of design and construction professionals, including: Architect: Box Studios, Engineering: BCER Engineering, Inc., General Contractor: Provident Construction, Electrical: ADK Electric, Audio/Visual: Image Audio Visual, Communications: Avant Datacomm and Furniture by Rocky Mountain Desk. The project was completed on schedule and within the budget. In addition, to the LEED Gold Designation, the Newmont Mining world headquarter was recently given Colorado ASID award for “Best Design of 35,000 feet”.

Although a slight budget impact the project schedule remained on track for a 130 day build-out. Project required a major client move from downtown to Greenwood Village. Approximately 565 employees from 2 different locations were merged into a newly built office tower. CPM coordination with building management was critical to the build out and client occupancy. Project was delivered on time on budget achieved rent savings of nearly $1.5mm.

Description: Complete building renovation and mechanical system upgrade of 1982 building occupied for 17 years by CH2M Hill to accommodate newly merged tenant. Project required the addition of a 160 space underground parking structure. CPM directed the project through design city approvals (including new FDP requirements) pricing construction and occupancy. CPM Colorado directed this multi-phased through city and county approval process and by utilizing two separate General Contractors was able to achieve and exceed the budget and timetables requirements established by the client and project team.

*CPM was engaged after project design initial pricing and general contractor were in place wherein the project was nearly $9.60/SF ($109,000) over budget. Further during preliminary building inspection the project architect/engineers missed a critical mechanical component amounting to $8.30/SF cost to the budget that was unaccounted for during lease negotiations. Working with the client architect and the GC CPM was able to guide a moderate redesign (value engineering) and effective renegotiation with contractors to absorb the mechanical cost and reduce the out-of-pocket expense to the Client by over $71,000 (70%) while delivering the project for scheduled occupancy.

Pricing or compensation for Owner’s Representation and Project Management (OR/PM) services is wide ranging. Although primarily dependent on scope of service pricing also reflects the level of expertise and duration of that expertise provided. Every member of our team contributes their proven expertise to all aspects of a project. CPM does not delegate responsibility or accountability of any component of your project.
CPM maintains that before any real money is committed or spent up front significant and diligent focus on project definition scope development and feasible expectations will reduce risk and avoid unnecessary cost and delay during the design and construction phase of the project.
Typically cost of OR/PM services fall in the range of $2.00 - $3.00/SF or 1%-5% of project cost and depends on the type and duration of the project (existing building renovation or new development). CPM-COLORADO can also provide project consulting services on an hourly rate.
As a project’s definition and scope is developed and budget feasibility is tested and confirmed CPM will work with our Client to establish a fair and effective compensation structure which addresses the value of the effort and expertise required but also meets the acceptable budget parameters to produce a cost-effective project.
CPM understands your need for an early and realistic understanding of all costs anticipated. Unlike pricing negotiations with the architect or general contractor the relationship with and scope of work required of your OR/PM is an evolving dynamic.
